For the vast majority of Canadian businesses, the right answer is commercial software. Here's why:
The development math is brutal. A project that takes 1,000 hours to build at professional rates costs $150,000–$250,000. That same budget buys 10–15 years of a $15,000/year SaaS platform. Even accounting for subscription cost compounding, off-the-shelf usually wins on pure economics.
Maintenance is invisible until it isn't. Custom software requires ongoing maintenance: bug fixes, security updates, feature additions, compatibility updates as operating systems and browsers evolve. When you buy off-the-shelf software, the vendor absorbs this cost. When you build custom, you own it forever.
Good software is hard to build. SaaS platforms that thousands of businesses rely on have been through years of iteration, user feedback, and edge-case discovery. A custom build starts from scratch. The first version will have rough edges that take months of production use to identify and polish.

When Custom Development Is the Right Investment
Custom development makes sense when software is genuinely a competitive differentiator or when the workflow is sufficiently unique that no existing platform serves it.
Unique competitive processes. If the way you do something — price a project, schedule a route, match a candidate to a role, inspect a property — is genuinely your competitive advantage, building that process into custom software can protect and amplify it. A competitor can't buy your proprietary pricing engine off a shelf.
Integration requirements no platform can meet. Some businesses have legacy systems, industry-specific software, or regulatory data requirements that make off-the-shelf integration impossible. If you're running specialized equipment with proprietary control software, or submitting data to government systems with specific formats, custom integration may be the only option.
Internal tools with no market. Software for processes so specific to your industry or business model that no commercial product exists. Industry-specific inspection workflows, custom laboratory data capture, proprietary logistics algorithms — these have no off-the-shelf answer.
When the business IS software. If you're building a product that other businesses will use, you're building software by definition. The build-vs-buy question doesn't apply.
The Custom Development Mistakes That Waste $150,000
Most custom development failures aren't technical. They're scoping and process failures.
Underspecified requirements. "Build a system to manage our projects" is not a specification. Every hour a developer spends guessing what you need is an hour you're paying for the wrong thing. Before engaging a developer, document your current workflow in detail: what data exists, where it lives, what decisions get made, what the output is. Requirements documents that take a week to write save months of rework.
Building for the future instead of the present. The most expensive feature in custom software is the one built for a need that might arise someday. Build for what you need today. Well-designed software can be extended — but you're paying for features that exist today, not the architecture that enables future features that may never happen.
Skipping the prototype phase. Before committing to full development, validate the core workflow with a prototype or wireframe that you actually use. The thing that seems obvious when you're describing it often doesn't work the way you thought when you're actually clicking through it.
Choosing the lowest bid. Development quality varies enormously. A project quoted at $30,000 that takes three times as long to complete, requires significant rework, and is difficult to maintain costs far more than a $70,000 project delivered on time and designed well. Evaluate developers on past work and references, not on who quoted lowest.
No post-launch plan. Software isn't done at launch. It needs bug fixes, user feedback response, and ongoing enhancement. Budget for the first year of post-launch work before starting development — at minimum 15–20% of the initial development cost annually.
